What Washington State laws give college employees the right to negotiate? In accordance with the revised Washington Code (RCW) 41.80.010(4)(a)(i) for classified employees, the employer to negotiate college agreements is the respective board of directors of each of the colleges, colleges or community colleges, or an agent chosen by the board to negotiate on its behalf. All WSU collective agreements are negotiated by and between WSU and the exclusive representative of the employees covered by these agreements. Adult family home providers, child care providers, home care providers and voice access providers are not government employees. They are considered state employees only for the purposes of collective bargaining. .
